The Environmental Finance Center at the University of Maryland is interested in
finding out whether small entrepreneurs that successfully develop a new product
of service are having any trouble marketing their business to state and local
governments who may benefit from the new product.

We are interested in helping local governments by coming up with new and
innovative ways to implement environmental and health regulations--such as
clean
water, safe drinking water and clean air regulations. We are also
interested in
helping to promote small entreprenueral businesses that can help local
governments manage their activities in an environmentally sound manner.

Are there any studies, or centers or institute, that are looking into this
question? For those businesses that market their product to local government,
what is the "hit" rate? What percentage of local government business goes to
small, entrepreneural firms?

Any leads would be greatly appreciated!
