A New CRA: Capitalizing Our Communities

The National Community Reinvestment Coalition (NCRC) is holding a 3 1/2 day
conference on CRA March 25th - 28th at the Key Bridge Marriott in Arlington
Virginia.

Workshops
Workshops I: Prepatory Workshops
Sunday, March 26, 1995, 1:45 pm - 3:15 pm

CRA 101 - An introductory workshop of the basics of the Community
Reinvestment Act designed for new NCRC members and individuals just starting
to understand the law.

Fair Lending Enforcement - Learn the latest information on the activities of
the Justice Department, and other governmental agencies enforcing the Fair
Housing and Equal Credit Opportunity Acts.

CRA Organizing and Advocacy - Hear from local community organizations in
urban and rural settings who are successfully increasing the flow of capital
into their areas.

Need for Asset Accumulation - People do not spend their way out of poverty
they earn their way out. Accumulating assets and building community wealth
is the only way that individual communities will be able to reverse economic
decline and stagnation.

Innovative Banking Programs - More and more creative programs have been
developed in partnership with community groups and lenders, as part of
lender consortiums, and by individual banks and mortgage companies. Hear
from people who have made them work.

Workshops II: Technical Workshops
Tuesday, March 28, 1995, 8:30 am - 10:00 am

Analyzing HMDA and other Data for Fair Lending - Learn what data is
available, how to access the data, and the strengths and limitations of HMDA
in detecting lending discrimination in your community.

Small Business Lending - With more and more community groups and local
residents accessing private funds for commercial and business opportunities,
learn what has worked and what are the basics in expanding CRA beyond housing.

How to Negotiate and Make Banking Agreements Work - Learn from experienced
community leaders how they have successfully negotiated CRA agreements and
developed
monitoring procedures to insure their compliance.

Rural Credit Needs Analysis - What information is available and necessary in
order to develop a needs assessment. Learn how your group can develop the
local expertise.

Housing and/or Credit Counseling - Community groups have been expanding into
housing and credit counseling. Find out what is involved and whether this
is something your organization wants to participate in.

NYS CED Conference in June
SENSES and the Worker Ownership Resource Center (WORC) are reviewing the
returned surveys from the Network on what workshops CED members would like
to see at the June conference. In the April Update the conference date,
location (upstate NY) and workshop schedule will be listed. Be sure to come!
