NEW COMMITTEE ON LOW EMISSION VEHICLES

Takashi Kosugi, President of GLOBE International, has established
a Subcommittee on Low Emission Vehicles in his party (Liberal
Democratic Party). A first meeting took place on February 3, 1995
and the committee will meet 10 times in 1995. The committee will
put pressure on the government to take steps in favor of low
emission vehicles and to put alternative vehicles to use in for
example garbage collecting and mail distribution throughout the
country. Chaired by Kosugi the committee has 25 members.

In September 1994 in Moscow GLOBE International proposed a target
for the introduction of zero emission cars. Members agreed that 10
% or more of all cars sold in the year 2010 should be cars
emitting no CO2 when in use.

WHO WILL BE THE NEXT WORLD BANK PRESIDENT?

On February 24 GLOBE USA sent a letter to President Clinton
concerning the upcoming appointment of a new President of the
World Bank. GLOBE USA in the letter encouraged the president to
select someone with a bold and broad vision for development, a
strong background in the social and environmental areas as well as
economics and finance, with a demonstrated commitment to using the
resources of the World Bank to improve the lives of people around
the world.

TOWARDS THE INTRODUCTION OF ENVIRONMENTAL AUDITING

After the Earth Summit, it was recognized that production patterns
need to be revised to make production compatible with the concept
of sustainable development. The International Organization for
Standardization (ISO) has begun to review international standards
for this purpose.

Responding to this international trend, Kaneshige Wakamatsu,
member of GLOBE Japan, has for the first time proposed the
establishment of a system for environmental management and
auditing to apply to industry in Japan. As a result, a Committee
for the Promotion of Environmental Auditing has been established
within the Japanese Industrial Standards Committee, the body which
inspects products for compliance with the Japanese Industrial
Standard (JIS). Furthermore, Wakamatsu proposed that certified
public accountants be included among the members of the new
committee. As a result, one accountant has become a member of the
committee.

FINANCE MINISTER SUPPORTS WTO ENVIRONMENT COMMITTEE

Akiko Domoto, President of GLOBE Japan, put pressure on the
Japanese Government to recognize the relationship between trade
and the environment during deliberations in the House of
Councillors' Special Committee on the WTO (World Trade
Organization) which met on December 8,1994. She told cabinet
members that the global environment and basic rights to health and
existence must not be threatened by the WTO and asked for the
Ministers' opinion . Prime Minister Murayama, Minister of Finance
Takemura, Foreign Minister Kono and Environment Agency Secretary
General Miyashita replied to her inquiry. Of particular interest
was the reply by Finance Minister Takemura who said that the
Japanese Ministry of Finance would like to take active part in the
work of the WTO committee on trade and the environment.
