I am what I would like to think is a development professional with
something like 30 years experience ranging from that of a Peace Corps
Volunteer to my present responsibility as a Senior FAO Advisor to India's
National Dairy Development Board. Along the way I believe I have attained
some competence in a number of areas:
General Management
-- Regional Director of Peace Corps in Northern India (1970-72), possibly
the youngest individual appointed to that (White House clearance) level
position in the Peace Corps at that time.
Director of International Programs, World Council of Credit Unions
-- Promoted from Planning Specialist; during tenure achieved substantial
increase in project financing and recognised improvement in effective-
ness of WOCCU international programs.
Representative in India, National Cooperative Business Assn.
-- Managed USAID's largest single commodity monetization program ($160
million), supporting technical assistance, monitoring and program
evaluation.
TRAINING
Adapted Criterion Reference Instruction methodology to design of need-based
task-related training for Peace Corps and, subsequently, for World Council
of Credit Unions, cooperative organizations in India and the National
Dairy Development Board. Specific responsibilities have included:
-- Training Project Director, Palau, Micronesia -- 1972 and 1973
-- Training Project Director, Saipan, Microneisa -- 1973
-- Training of Trainers (1972-73):
-- Micronesia
-- India
-- Iran
-- Nepal
-- Washington, D.C.
COMMUNICATION OF CHANGE
Have worked extensively with diffusion of innovation, both in design of
communication strategies, contracting with media firms, training of extension
personnel, and development of self-instructional materials.
ORGANISATIONAL DEVELOPMENT
Have helped to build participatory organisations, both those for which I was
responsible as well as those with whom I have consulted.
WRITING
Have written and write extensively including project proposals and
documentation, evaluations, training materials, speeches and theme pages of
annual reports.
FINANCE
Have developed budgets and been responsible for financial management of
programmes and projects as Peace Corps staff member, as Director of
International Programs with WOCCU, and with NCBA in India. Involvement with
WOCCU project development resulted in working knowledge of credit union
financial planning, accounting and supervision.
PLANNING
Evolved and introduced (Peace Corps, WOCCU and NCBA) project planning
methodology based on situational and institutional analysis (measurable
performance indicators), identification of causal factors (process, skill,
attitude and resource), and strategy design. Responsible for planning
documentation of:
-- 8+ Peace Corps Volunteer projects
-- PC/Iran Country Document
-- 6+ WOCCU Field Projects
-- Interim Planning of NCBA/NDDB Oilseed Growers' Cooperative Project
Have prepared instructional materials and conducted training in planning
methods along with related MIS and evaluation skills.
TECHNICAL COMPETENCE
By virtue of close association with projects and programs in these areas, I
have a significant grounding in:
-- Crop production
-- Dairy husbandry
-- Water resource development
-- Small scale business services
-- Oilseed production and processing
-- Commodity monetization programs
Last, but not least, I have a strong personnel belief in cooperation, the
control of resource mobilisation and creation institutions by those whose
resources -- money, agricultural produce, milk, labour -- are at stake. I
have spent twenty years attempting to promote, nurture and defend institutions
that follow the principles, and employ the techniques of cooperation.

My wife and I have decided that now that our son is in college with our older
daughter to follow in the fall of 1995, we should really re-settle in the
United States. The only fly in that ointment is finding a job that can make
use of my experience and pay the bills.
