Hello to all,
I am hoping to gather information on linkages between community
groups and banks in rural areas (particularly in the South).
Does anyone have examples they would like to share, or perhaps a
directory of such projects?
I am particularly interested in examples of projects/government
programs that have fostered a coordinated effort between banks,
communities and/or state and federal government.
Also, I recall some time ago someone mentioning that they had
come up with ~20 changes to Fannie and Freddie underwriting
standards they felt did not affect the underlying risk on the
loan. I would be interested seeing those changes and any other
specific comments people have about Fannie and Freddie
underwriting standards.

Try any of the rural community development corporations around the
country...a listing is probably available from the National Corporation
for Community Economci Development (NCCED) in Washington, DC.

In about 30 days the Federal Reserve Bank of St. Louis will be publishing a
profile of the lower Mississippi delta region. It will contain development
success stories as well as a needs assessment.
Send me a snail mail address and I'll forward a copy to you upon publication.

I am in Fort Lauderdale, Florida and have many examples of bank/rural
partnerships and programs.. A few quick suggestions for reading and possible
attendance:
1. The Community Information Exchange in Washington has an excellent report
entitled "Lending for Community Economic Development: A Guide for Small Town
and Rural Lenders" (Drew Hogwood and Alice Shabecoff, author). Their number
is 202.628.2891, cost $15.
2. Fed Reserve Banks of Dallas, Atlanta, St. Louis, and Richmond are holding
a conference in Memphis on "The Renaissance of Rural America" March 7,8.
Looks like a good one...one of the few
CRA/community investment conferences that focus on Rural issues.
I am currently working with a group of bankers, community leaders and governme
nt officials in Valdosta, Georgia, in preparing a "strategic plan" for
community investment. I think the model we have developed maybe useful for
your planning purposes.

PAnkel made an enquiry about linkages between community
groups and banks.
One Canadian organization you might be interested in is
CALMEADOW, particularly their PARD fund in Lockport Nova
Scotia.
Purpose is to to target disadvantaged groups of people,
bring them to gether into groups who want to start their own
businesses, they jointly co-sign a loan and it is taken to
the bank for disbursement and monitoring. The loans are all
underwritten by the CALMEADOW foundation (a group of private
sector people).

Phil,
I don't know exactly what you are looking for. We have an innovative
partnership with 12 local banks to provide small business loans in rural
North central Idaho and southeastern wa. The program has a 90% garantee
from SBA. The organization running the program has many links to community
organizations. I can send you more info,if you want it.
