At the national policy level there is a great deal of discussion about the
negative effects of the separation of housing policy from the nation's
social welfare policy. In addition, racial discrimination and housing
market segregation have come under intense scrutiny.

According to the latest analysis by HUD, black and Hispanic households
experience discrimination about half the times they visit a rental or sales
office to inquire about advertised housing opportunities. Furthermore,
studies show that minority households are much less likely to be homeowners
than white households with the same socioeconomic characteristics. Minority
populations continue to be concentrated in metropolitan areas.

The consequences are staggering. Housing location determines access to a
whole range of goods and services that are believed to be critical to upward
mobility and wealth, including education and employment opportunities.
Minority households have much less wealth than white households with the
same income, because they are less likely to be homeowners, and partly
because if they are homeowners, their units are not located in areas that
are likely to experience significant appreciation in value.

Because of these issues, people in HUD and other national agencies are
talking about developing a multifaceted strategy that integrates housing
with other areas such as education and employment. Recognizing the need for
a broad approach, many housing organizations have developed collaborative
strategies with the schools, with youth services agencies, the police and
with business districts.

Let's hope that the "reinventing HUD" initiative results in programs and
funding priorities that reflect the strategies we know to be the most
effective way to achieve neighborhood revitalization and that assists a
broader number of people to achieve the American dream.
