Request for Qualifications:
Lender & Investor Analysis for the Construction/Rehabilitation
of Affordable Housing Units in the City of Stamford

The Stamford Partnership, a non-profit public/private civic
organization, is seeking a consultant to conduct an affordable housing
analysis.
The purpose of this study is to develop innovative funding strategies
and identify best practices to produce 500 units of housing affordable
to low and moderate income residents of Stamford.
The scope of the study will cover three subjects:
1. The consultant will be required to identify and quantify funding
sources, most particularly equity mechanisms, currently available to
finance the construction/rehabilitation of affordable housing units in
the City of Stamford. Sources should include, but not be limited to,
federal, state and local government, banking institutions, community
development financial institutions, insurance companies, foundations,
labor unions, real estate investment trusts and business corporations
and the funding pools established by these entities.
2. The consultant will be required to explore innovative funding
practices, leveraging, mixing and integrating various funding sources.
This must include a review of financing models that include taxable debt
financing and tax-exempt bond financing with various types of equity
participation.
3. Document best practices in the affordable housing field employed in
communities similar in size and character to the City of Stamford.
The analysis should include detailed investment and funding criteria of
each source identified, ability to finance "gaps," preferences of
lender/investors, scale of development financed, funding cycles, risk
sharing vehicles and barriers to investment. The matrix should identify
which stage the funding source is targeted for and the amount of funds
available for each stage by source. The study should particularly focus
on equity funding models.
The consultant shall be expected to work with officials from government,
non-profit and private housing development firms, foundations, labor
unions and business firms.
Please submit a statement of qualifications by 12 noon, July 10, 2002
including educational background and experience; a schedule identifying
the scope of services with itemized fees; a summary of the methodology
used to complete the analysis and three professional references to:
