The National Community Investment Fund is seeking a manager for its Network
Activities. NCIF is a $23 million asset certified CDFI intermediary that
invests equity and debt in insured depository CDFIs--banks and selected,
larger credit unions. NCIF's Network Services are essentially its
"development services" or information for managers of development banking

NCIF Network Manager
Position Description
Overview: The Network Manager leads implementation of NCIF's Network
Information Services. NCIF's "Network" information services are technical
assistance that is offered to an informal network of CEOs and senior managers
of development banking institutions (banks, thrifts, mutuals, larger credit
unions). Network services are organized in three areas:
" Resource generation. NCIF assists banks to understand and use the CDFI
Fund's programs and be aware of the range of public and private sector
prospective investors.
" Development impact. NCIF assists banks in thinking about development
strategy and is beginning R&D to test the feasibility of retail products and
services that depository CDFIs can prudently offer to unbanked and low income
customers.
" Financial performance. The current focus under this area is a
Performance Initiative facilitated by Alex Sheshunoff Management Services,
Inc. in which a self-selected group of development banks will work together
to improve efficiency ratios over a one-year period in 2002.
NCIF holds live Network conferences or trainings several times a year and
circulates to its email list of 130 development bankers a variety of
information to support their operations and potential development impact.
Within 2002, NCIF will expand its capacity to hold online and remote
conference or training events.
Responsibilities:
" Work with Fund Advisor on design of Network Information Services.
" Lead implementation of general Information Services: plan conferences and
work with staff on implementation, coordinate preparation of teaching and
research materials.
" Coordinate specific Network Initiatives, including the Retail Financial
Services Initiative and Performance Initiative.
" Lead implementation of communications strategy, including overseeing work
on NCIF Website so that high quality, timely and interactive information is
maintained and managing publicity on NCIF activities.
" Assist in preparation of funding requests and, as needed, other reports
or communications.
" Work with Fund Advisor to maintain relationships with industry partners,
including large financial institutions and other CDFIs, regulators, funders
and trade associations. Assist Fund Advisor in expanding NCIF's body of
contacts interested in community development banking from as practitioners or
partners.
" Represent NCIF in public forums.
Qualifications:
" Three years of banking experience, including direct line experience.
" Familiarity with the Community Development Financial Institutions
industry.
" Interest in community development banking and expanding partnerships
between CDBs, larger financial institutions and other technology driven
vendors.
" Excellent written and verbal communication skills.
This position is designed as an approximately 50% position. The balance of
time to bring the position to 100% would be in consulting projects with
Shorebank Advisory Services, the Fund Advisor of NCIF. The position would be
based in Chicago, although candidates from other locations would be
considered based upon qualifications.
Compensation: Commensurate with experience.
