POSITION ANNOUNCEMENT

CHICAGO COMMUNITY LOAN FUND, Chicago, IL
Position Title: DIRECTOR OF FINANCE & ADMINISTRATION
The Chicago Community Loan Fund (CCLF) is a major provider of flexible, affordable financing and technical assistance to small and midsize community development organizations engaged in affordable housing, social service and economic development initiatives that benefit low- and moderate-income neighborhoods and families throughout metropolitan Chicago.

Responsibilities
CCLF seeks a full-time Director of Finance and Administration to manage the organization's day-to-day administrative operations including financial management, loan fund capitalization, operating grant support, marketing/communications, public policy and human resources. Specifically, CCLF seeks a candidate who would:

Directly perform the following functions:
· Financial management including cash flow, asset liability matching, idle funds investment, internal controls and reporting;
· Serve as primary contact and resource for annual A-133 auditors, oversee audit process, review recommendations and ensure implementation;
· Develop and implement loan fund capitalization and operating grant solicitation strategies (including state and federal program sources) and maintain investor/funder relationships;
· Manage major capital applications (e.g. CDFI Fund) and conduct necessary follow up and compliance;
· Strategize marketing and communications plan with Executive Director and External Relations Officer;
· Assist Executive Director in exploring and coordinating new strategic opportunities;
· Supervise Office Manager, External Relations Officer and Program Assistant;
· Act as liaison to CONSAF partner organizations and shared staff, including IT Manager;
· Coordinate participation in collaborative trade association initiatives and public policy efforts in the areas of community reinvestment, affordable housing and economic development;
· Coordinate activities of the Marketing/Communications committee;
· Complete other assignments as required;

Oversee/supervise the following functions:
· Production of internal financial statements in conjunction with Office Manager and external consultant;
· Production of annual reports, newsletters, media relations and other print and electronic materials;
· Grant (all operating and small capital) proposal writing, reporting and compliance; and
· Manage human resources and general administrative functions including insurance, employee benefits, personnel records and the updating and distribution of personnel policies.


Nature & Scope of Working Relationships
The Director of Finance and Administration position requires maintenance of working relationships with investors; funders; auditors; consultants; financial institutions; state and federal agencies; the Board of Directors and its committees; other public/private sector institutions; and peers in the field of community development. The Director of Finance and Administration reports to the Executive Director.


Major Challenges/Performance Measures
The major challenges of this position are to ensure the: smooth execution of financial management processes; sound management of equity and investor capital; solicitation of investor capital and operating grants necessary to achieve community lending mission; production of communications/marketing materials; management of administrative systems; and participation in trade association and public policy initiatives. Performance measures include: accurate and timely financial management reports; maintenance of strong internal control systems; solid and timely preparation for annual A-133 audit; safe and beneficial investment of equity and investor capital; achievement of annual grant and capitalization goals; on-time production of quality communications/marketing materials; maintenance and improvement of operational systems; and effective participation in trade associations and collaborative public policy efforts.

Qualifications
The successful candidate will possess the following: previous experience in financial management including accounting oversight skills; a demonstrated commitment to neighborhood redevelopment and/or poverty alleviation/social justice; superior oral and written communication skills; strong marketing skills; strong quantitative ability; previous work experience in community development; knowledge of funding sources for capitalization and operations; an attention to details; a proficiency with Microsoft Access database software; the ability to organize and handle multiple priorities simultaneously; demonstrated project management and problem-solving abilities; knowledge of public policies and programs in the areas of community reinvestment, housing and economic development; knowledge of the CDFI industry; an ability to work effectively in a highly collaborative team work environment; and an ability to effectively train and manage staff members. Previous management experience is a must.

Minimum educational requirement: Bachelors degree in business management, finance, economics, urban planning, public policy or a related field with five (5) years of experience or Master's degree in one of the aforementioned fields.


Compensation
· Salary is commensurate with experience.
· Benefits: 3 weeks vacation; medical and dental insurance; and retirement (after 1 year)
