REQUEST FOR PROPOSALS
TO PROVIDE
BUSINESS CONSULTING AND TRAINING SERVICES
INTRODUCTION:
Mission Community Services requests written proposals from Consultants
experienced in providing consulting and training services to small
business owners. Qualified small business consultants and trainers
throughout Fresno, Kern, Kings, Madera, Mariposa, Merced, Monterey, San
Benito, San Luis Obispo, Stanislaus, Tulare, Tuolumne and northern Santa
Barbara Counties are needed to provide business consulting and training
services to MCSC's small business clients. Questions regarding this

Mission Community Services Corp. (MCSC) is an independent non-profit
community development financial institution, headquartered in San Luis
Obispo, California. MCSC makes loans and provides technical assistance
to support small businesses and non-profits whose activities help build
and sustain their local communities throughout the North-Central Coast
and the Central Valley of California. MCSC's is dedicated to enhancing
opportunities for potential entrepreneurs and small business owners to
become self-sustaining, successful contributors to their communities,
with special assistance for low-income, minority and non-profit

BACKGROUND INFORMATION AND SELECTION CRITERIA:
In selecting consultants from this process, MCSC will review each
proposal for demonstrated experience that meets the following criteria:
Qualifications:
* Technical competence, professional integrity and demonstrated
ability in financial analysis, business planning, management and
marketing
* Two years experience operating a profitable small business or
counseling with small businesses
* Strong interpersonal and communication skills
* Ability to define, clarify and prescribe a "scope of work" for
MCSC clients
* Demonstrated commitment to community development and
consistent achievements in consulting as an expert in community and
small business development.
Desired Abilities:
* Undergraduate degree preferred
* Ability to travel and deliver services on a day-to-day basis
throughout either:
o the North-Central Coast region of California (north Santa
Barbara, San Luis Obispo, Monterey and San Benito Counties) or
o the Central Valley California region (Fresno, Kern, Kings,
Madera, Mariposa, Merced, Stanislaus, Tulare and Tuolumne Counties).
* Bilingual abilities in Spanish/English or Hmong/English (for
the Central Valley region) languages desired
* Advanced knowledge of QuickBooks and/or other accounting
software desired
Consultants should indicate how they would address the following
essential responsibilities of the business counseling-training role with
MCSC:
* Provide class room instruction and workshops to small groups
(6-25 classroom participants) in basic entrepreneurial training
* Provide on-going technical assistance and consulting on a
one-to-one basis to MCSC clients in the areas of finance, marketing,
accounting, human resources, operations management, legal, insurance and
other areas of concern to small business clients.
* Develop and conduct training programs
* Coordinate and implement marketing and outreach efforts to
maximize client participation
* Provide referrals to appropriate business resources
* Provide technical assistance support to small business
borrowers on loan application packaging
* Identify scopes of work for each client, measure and document
resulting economic impact within realistic timeframes.
* Individual professional liability insurance is required before
start of work.
* Coordinate with the Executive Director.
PROPOSAL FORMAT:
Please limit proposals to 10 pages, including resumes, documents and
other appendix type materials that the Consultant believes will aid in
determining qualifications. All materials submitted shall become part
of the proposal.
1. Cover Letter and Executive Summary
Please introduce the consultant including title, address, email, phone
and fax numbers. Include a brief statement of the Consultant's
understanding of the work to be done. The Executive Summary should
provide a brief overview of the entire proposal and highlight key
aspects of the proposal.
2. Qualifications of the Consultant/Trainer
* A statement of qualifications, including experience and
education of Consultant
* A statement of past work performed of a similar nature that
would indicate qualifications of the consultant
3. Attachments
1. List of three references, preferably clients; please include
contact person name, business name, address and phone numbers, type of
project, brief description of the activities/work, outcomes and date
work was performed for the client.
2. Availability for consulting and training activities (please
include days, approximate times, including availability on weekends and
evenings).
3. Specify proposed cost for services.
EVALUATION PROCESS
For prompt consideration, please submit written proposals by 5 pm, July
30, 2004 to:
